A smart shelf is a saved rule over your library; a saved search is a Discover mode you can come back to.

A smart shelf is a rule over your library rather than a list you maintain: "Completed this year", "Reading, fantasy, under 400 pages". Build one from Library › Smart shelves; it updates itself as your shelves change.
A saved search is a Books filter you named. It appears on Discover as one of your modes, so a search you run every week is one tap away.
