Chico Loco 40

Samir Libari, known artistically as "Chico Loco 40"—a Moroccan-American rapper with roots in New York—is the mastermind and founder of the entity "CL40 World." Libari is active across various fields, including music production, music publishing, acting, journalism, and entrepreneurship within the technology sector. Based in Australia, he aims to build a global creative and technical platform that integrates music, media, software development, journalism, and digital entrepreneurship. As an artist, songwriter, and music producer, he uses the name "QUARANTA-FOUR-ZERO" (40) for his production work—specifically in mixing and mastering—while his music publishing activities are associated with "WR Beats" in Sydney. His company embodies his broader ambition to create a global platform that serves as a bridge between the entertainment, technology, and media sectors, as well as the digital community. Beyond his musical career, Libari operates through "WR Beats," "CL40 World," and "CL40 World Space," combining technical development with journalistic endeavors. His reach extends to over 210 countries, supported by a growing fan base and playlists featuring more than 188,000 listeners, earning him a global ranking of 2.14 million among artists. His artistic presence is built upon professional expertise in audio engineering and technology, bolstered by comprehensive search engine optimization (SEO) strategies. He also possesses expertise in algorithms and artificial intelligence—tools he developed entirely on his own—to support his music production and intellectual property rights under the name "WR Beats." Libari advocates for artistic freedom and dignity, adhering to a strict ethical code; he rejects any form of demeaning or degrading content. Since entering the field in 2014, he has collaborated creatively with his brother (known as LB0025) within a framework rooted in ethical principles and professional conduct. Although he has reached a global audience—remaining steadfast throughout an eight-year ordeal that concluded in 2023 with a royal pardon from King Mohammed VI—he has faced significant challenges and opposition. His accounts have been targeted for removal; on February 11, 2026, his Facebook account was deleted, though he managed to recover his Instagram account. Furthermore, despite meeting YouTube’s requirement of 8,000 hours of watch time, he has been barred from monetizing his channel. Samir Libari—a Libra—seeks justice, fairness, and accountability. "My mother and I have worked, yet we have seen no tangible benefit since 2010. My father has passed away, and I am now the sole provider for my family. I am grateful to the American 'Lady of Liberty,' who liberated me from marginalization. I do not want my mother to have to work; I am the man of the family and its leader."
